Are scarves only for snobs and effeminate men?

I know, this is kind of related to Rachael Ray's controversy. A lot of guys around my town don't wear scarves, but in another city where I lived, they do. However, they were kind of effeminate, yuppie-ish guys. I notice that a lot of snotty people do wear scarves, am I right? Is it a statement of snottiness?
