The fact that you are asking what to get indicates that you are not ready to get a tattoo.
Tattoos are permanent. If you do want to get a tattoo it should be something that has a lot of personal meaning for you. Something that you like that is significant. When you find a picture that you are considering as a tattoo ask yourself: "Will I still want this as a tattoo in 30 years?"
Also think about placement. Unless you own a business or are the CEO of a company, you will probably find yourself looking for a job at some point. Many customer service jobs have "no visible tattoo" policies and all corporate jobs do. That means no tattoos on your face, neck or hands.
If you get it below your neck you will want to go below the C4 vertebrae (the one at the base of your neck that pokes out the most), that way it will be covered by your shirt.
That said, you will want to find the picture you want first, then find the artist you like the best. If your design is going to be really simple, most any artist will suffice.
Honestly, though, I think you should put more thought into this. I know several people that got tattoos impulsively and have lived to regret it. I spent 3 years searching for the right picture for my first tattoo. I still love it.
