Please can someone explain to me what 10.0.0.0/8 means?
Is it referring to a range and a count of addresses available? Please advise.

I guess you are wondering what the "/8" means after the IP Address. yes? That's another way to show a Subnet Mask. In this case, it's indicating that the first 8 bits are ones (the rest are zero). To "translate" this the "usual" way it would be: 255.0.0.0. To make easy, I will add all the information you can find with 10.0.0.0/8:
Network: 10.0.0.0 (Class A - Private)
Subnet Mask: 255.0.0.0
IP Address Range: From 10.0.0.1 to 255.255.254

it means that its the local IP address that it can be used for some reason
starting from 10.0.0.0 to 10.0.0.0.8
including the numbers between them
all these IPs can work good in local network :)
