Is there any way to work for a person privately in the news paper in the state of WI?

I dont want to really give the state money each and every time they find fault on the state exam. To me ... this is a scam that should be addressed. I dont see why we have to pay for school then pay and re pay some times... to take the test over and over when we already passed the class, clinicals in class and the test. The state is the one who mandates clinical hours and even makes surprise visits to check on the students. Why is this so... extreme? there never use to be a state registry exam. Any other job ideas that dont require the CNA to be registered in the state of WI?
