Red/Blue patterned dots on PC screen?

Out of nowhere my brother brings a problem up to me about his PC. Apparently there are red/blue patterned "dots" throughout his monitor. It's an LCD monitor and I know it's not "dead" pixels because when he boots up sometimes their there and other times they aren't. I really don't understand the problem but I do know he can't log into pc games without it freezing up now. He has formatted and reinstalled drivers. Any ideas? If any of you could be of help it would be very much appreciated. (They start on the "DELL" logo and even proceed through the bios setup screen.

    BAD video card, they are called artifacts, research it, either under warranty call dell, or get a different video card, 512mb ones are under a hundred at http://newegg.com

    Sounds like a bad video card, try using a different card.
