    This is known as a "Federal" system of Government, where power is divided both among both a central government and individual bodies such as states or provinces. This can be seen in numerous countries notably the USA and Germany.

    In many cases in addition to a national parliament, each state or province will elect legislators to a seperate state parliament or senate.
