First of all, having two feet in different size is normal.
Many people have a foot larger than another one. (So do I)
You may try buying shoes in size 7, then add a piece of shoe pad in the left shoe.
The thicker the shoe pad, the smaller space will be inside the shoe.
My mother has another way to deal with this.... putting tissue paper/rags at the tip of the shoe ("shoe head"). I tried that when I mistakenly bought larger shoes but got no time to refund. Sounds weird but really helps.
For me, I'd prefer using shoe pads PLUS tissue paper. You might feel funny at the beginning, but you'll get used to it gradually. Hope this would help. :)

Agree with 大區, the best way to solve the problem is having tailor-made shoes.
But if you can't afford this, you can use my method.

You can have a custom made insole for your left foot (smaller size one) so that you can buy size 7 shoes.
