Yes, to a degree. One can manipulate most statistics to achieve the desired results. I think more in the terms of the the theory of probability.
I looked at one of your other questions, earlier. If memory serves me correctly, you received close to ninety answers. So, what is the probability of my answer being chosen as best? Thus, comes variables. Of course, the initial thought is the likelihood would be greater if only four people answered. Now, more variables. Who are you more inclined to agree with or will your decision be based on the most accurate answer or who you may favor, personally. You may choose to give the best answer to someone based on their level, appearance, humor, intellect, etc. You then are in complete control of the outcome.
There are those who claim statistics are of no value and then give a percentage of the randomness. They have then contradicted their own answer. The percentile is a statistical formulation of a variable sort.
There are some statistics or probabilities that are considered extremely vital, such as most mathematical ones. These are more concrete as opposed to statistics concerning something with substantial variables as the upcoming elections. Those are the most commonly manipulated.
You generalized the word statistics. So, the "absolute" best answer has a probability of basically zero. That is using the 0 to 1 scale, if you will, of probability.

My answer is relatively lengthy. I have at least gained two points of which I could not care less about at this point. The probability is basically whose turn is it to receive best answer. LOL I think it's a ratio game.....# of questions to # of faithful answerers. ;) Toss up??
