what is the difference when I use water-based or non water-based dressing on my tires?
I detail cars, when I put dressing on, they all look nice and shiny, but if it rains, afterwards, the tires get dull and all the dresing goes away. Which kind of dressing is best

the oil base is it's harder to wash off than the water base. if your cleaning up oil you usually need a cleaner or solvent of some kind, water based is easily cleaned with just water. a good substitute would be floor wax it's a little more durable due to what its made for and you still get the shine you are looking for.

Go see or ask a tire outlet, they use glucose and water or something like that. after fitting tires.
