You should pay more attention in classs. But fine I will help you.

Because you are using absolute value. There are two awnsers.

2x+3 is greater that 21 OR less than its opposite.

SO

2x+3>21 OR 2x+3< -21

when you solve these equations you get.

2x>18 OR 2x< -24

x> 9 OR x< -12

so you solution set will be

{x: x>9 or x< -12}
