A/C are wrong for the first one, B is grammatically incorrect (no pairs of oxygen in water) so I'd go with D even though B is similar if you replace oxygen with electrons.
The 2nd one is pairs of valence electrons.
Why is the first question so poorly worded? water is bent because it has sp3 hybridization or because it has 4 bonds/electron pairs and they get as far away as possible.
