    No, he didn't.

A computer is a machine for manipulating data according to a list of instructions and can take on many physical forms. In 1837, Charles Babbage was the first to conceptualize and design a fully programmable mechanical computer that he called “The Analytical Engine”. Due to limited finance, and an inability to resist tinkering with the design, Babbage never actually built his Analytical Engine. In 1941, Konrad Zuse's electromechanical “Z machines,” the Z3, was the first working machine featuring binary arithmetic, including floating point arithmetic and a measure of programmability. Later on in the year 1998 the Z3 was proved to be Turing complete, therefore being declared the world's first operational computer.

No. Bill Gates DID NOT build the first computer, neither did he create the first operating system. He was just wise enough to patent a software package he stole from the APPLE computer. He called it Windows and made himself very rich. The programmers for the Apple computer were the ones to first use a pointing device that could click and select from a pull down menu, today known as a mouse.

The first actual computer was created by the US Ordnance. It was ENIAC (electronic numerical integrator and computer). Created to simplify the artillery firing computations. Before this there was a 'mechanical computer' that was able to add. When it was finished, the ENIAC filled an entire room, weighed thirty tons, and consumed two hundred kilowatts of power. Using some 19,000 vacuum tubes that produced a lot of heat and required frequent replacements.

Your cousin truly needs a class on computer history.

Computers were invented way back but if your question is about PC's well they were about to be invented in the time Billy boy was in college. The Windows history is funny, XEROX was the first who invented something like Windows OS with a strange device (For those days) called Mouse, so Steve Jobs were the first who steal the Idea from XEROX so he implemented the Mouse device on his Apple computers and started cooking the Idea of Windows, then Bill saw a presentation of Apple and stole the idea of windows OS but with better results (Better in the way of commercial point of view). and NO, Bill Gates didn't worked for Apple.

When IBM built its first business\personal computer, they needed an operating system to use with it. They went to the top man in the field at that time [whose name I cannot recall at the moment], but he was busy working on another project and told them he didn't have time for them.

They then went to Bill Gates, who sold them a dos system that he had purchased from a small Seattle based company.

Wonder if the other guy ever regrets brushing off IBM?

Yes they were windows simply makes it easier to run multiple programs on the computer at the same time by providing an easy to use GUI (Graphical user interface) and the back ground required to try and prevent one program from crashing the whole system usually before windows micro computers (basic home computers) were used to run one application at a time.. and didn't multitask.. so you could play a game.. OR work in a text document OR work on a spreadsheet.... windows made it easy for the average person to do multiple things on the computer at once.

Not a chance. The computer was what Bill was studying at University when he dropped out.

As to who did make the first computer, that depends on your definition of what a computer is. The fist Calculating machines were massive things with cogs.
