There a three "low ball" methods of hiding wiring.
1) Since you live in an apartment, the walls are probably white or off-white. Just paint the cables the same color as the walls. Does not hide them completely, but it helps some.
2) Go to Wal-Mart and purchase a cheap entertainment center. This will hide the wires behind furniture. Not elegant, but still cheap.
3) Drywall is expensive, so building a complete fake wall will cost you even if you do it yourself. You can, however, using the same type of paint as in step one, build a "fake wall" out of construction paper or cardboard. This will not pass close scrutiny, but it will hide the cables.
Short of going to the hardware store and buying lumber, nails and buying or borrowing tools, there is really no other cheap way to build a fake wall. I did build one in college in the dorm room, but it still cost me close to $600 in materials, and that was 22 years ago.
If you really want to get fancy, "relatively" cheap, and DIY, there is a website to get parts for TV lifts that will hide everything out of site and "pop" it out on demand, kind of like a "Pimp my House."
