I once was a telemarketer and I've checked out what's right and what's not right with the police so that I would not annoy people. So years later I knew to get on the "national do not call list" and the "state's do not call list" and got my number unlisted. Then IF people (telemarketers from companies) should automatically dial without checking the do-not-call list first, or they call from telephone books, then when they call I get their name, the name, address and phone of their company (or I do the *69 to pull up the number) and I tell them they owe me $1,000 for each time they call me and that I was going to report them as well for being illegal in our state, and that each state has different laws that they should know about and that the need to tell their supervisor about that. I then ask them to remove me from their list.
What you're supposed to do with pesky telemarketers is to take their name, the name and address and phone of their company and to report them to your state, and specifically ask that they remove you from their calling list. And get yourself on the do-not-call lists.
Some people who don't know how to solve telemarketers calls merely let the telemarketers talk to their recorder (or the recorder set up by the phone company) to leave a message.
No, the telemarketers will not give up after calling you once because: 1) you have not asked them to stop, and 2) they are automated calls which continue to call until they reach a person with their message.
Btw, there are certain calls that come (not get around anything) in to your phone that are "allowed by law"....for those companies you deal with (like stores or the newspaper), for certain organizations the state allows (like certain local fundraisers, the firemen, the police), for places you have applied for credit or visited online (showing your interest in wanting to hear from them).

tsudo, saying you are the police department "may" be illegal since you cannot, by law, say that you are a policeman, doctor, lawyer, or even a real estate person when you are not.
