How can you tell if a ceramic fuse is blown?

I have a floor lamp that has a reading light connected to it, and uses a foot swtich to control the two. I switched on the floor lamp via a wall swtich and the bulb popped and blew out. I replaced the bulb but the floor lamp would not work. The reading light still works though. I was thinking that the fuse has blown out but cannot tell since it is a ceramic type fuse and the reading lamp is still working. I do not have a voltage meter. Could the floor lamps' socket be bad?
