Yeah it's perfectly safe to use, i've used it on several computers no problems plus it looks great.

Yeah it looks safe, i would try it myself but i have vista, but read the comments if you would like, and i don't think there is any skin thats not safe for xp, theres wallpapers that aren't safe, such as a jessica simpson screensaver, and many other screensavers, but other than that, go for it!
