Actually, Clinton never had a surplus without Social Security. But, that's moot and no one cares about the disgraced former president. So, John Spratt is a grandstanding spinmeister.
On the other hand, a previous poster is correct when he said that the social conservatives (instead of the fiscal conservatives) are running the show.
