There are three ways you can build a website. First, you can do it yourself, second you can pay a professional to do it for you, or you can use a service which provides the tools, and hosts it for you on their Servers.
Building a website from scratch is difficult and it consummes a great deal of resources. For example, you must have a web Server, and an Internet Connection which supports the amount of traffic you will eventually receive. ISP's demand that you tell them if you are going to host a website from your home or business and if you are you have to pay for a business level of service, which is a lot more expensive than the home subscriptions.

Now I believe the easiest would be for you to use one of the many services which has the tools you need to build it and allows the use of their Servers to Host it. There are many different such services, and Yahoo! has one too. Geocities is one of Yahoo! for regular people, while they also have a small business service. However, you don't have to stay with Yahoo, as there are lots of companies who sponser these sorts of website hosting. What is so great about them is that you can have a website up in a few hours or a day or so because you don't have to learn a thing about HTML, they do it all for you!
It is really neat how they allow you to just pick up modules and plant them on an area of a page, and then you can choose colors, and type the words and sentences you want and it is translated into HTML or XHTML, or any of the visual languages. You can even purchase options to allow for music and video on your webiste and have interactive buttons etc. The more bells and whistles you want the more it costs of course.
Now, the least expensive method of building and maintaining a webiste over time is to do it yourself. You may have some increased upfront costs and have to spend some time learning the lanugages, but in the long run you pay less by doing it yourself. You are not tied into a monthly contract and into that service. You buy a certain level of service, a domain name, but if you don't like the service later on down the road, or some other issue comes up which makes you unhappy with how things are going, you can't just take your website and move to a different service. There may be a few which would allow you to buy that type of condition in your contract, but read everything carefully so you know exactly what your conditions are, what you can and can't do.

Do you just want a website or is it for a business or study related project. There are plenty of free systems out there Geocities and so on but for a business either learn Css/html or get a designer like my self to take care it.
