A test procedure specification is used to indicate how you intend to quality test some software, the expected outcomes of the test and how, exactly, you will measure if the test is successful.
The report is the documentation of that testing
TPS reports, as Wikipedia notes, come to mean mindless busy work because most such reports are meaningless. In the software development process, programs are changing all the time, things break that you never expected to have break, and often, test results are ignored by people who are actually in the position to change the software's design, since changes are often expensive and delay release of the program.
