When in Subic under the Americans, the traffic rules are followed.
When abroad, the Filipinos obey the laws of that land.
But at home, we forget the discipline. Maybe we need the tough iron handed approach of Lee Kuan Yew, and the Singapore laws regarding spitting, chewing gums, urinating in public and so on.
But I have been in Shanghai, many times, Pudong and Shanghai financial district. Ten years back, folks spit on the streets. You would see spitoons on the side of the doors and the spits are red due to betel nut.
Pedestrian traffic is bad, people cross the street, not on the pedestrian lane. And I sometimes ride cabs which go down one way streets and overtake on the wrong side etc...
What do I mean? I mean, it is not just the Filipino's problem, but a global concern, we just magnify it ourselves. But it used to be that the streets are cleaned by the house owners since it is their frontage. But when the metro Aides came, this has somehow stopped.
Well maybe in later times... Go bitter guy, go with the movement to have a compassionate society. More Power to the Filipinos.
