FDA recalls?

I heard from someone that the FDA doesn't have the authority to recall food items without the consent of the manufacturer. Is this true? If so, what is the point of that? Someone please clarify.

    You heard wrong.

    The FDA can order any food or drug item pulled from sale if they find it presents a danger to the public.
