Working sheep dog, underworked and frustrated so we have to keep her tied. Would electric dog fence work?

We have a working sheep dog, who is very good, but obviously not content with the amount of work she has to do at the moment, she wants to do more! It is winter and she might only have to work once or twice a week with sheep. It is winter and she might only have to work once or twice a week with sheep. She is walked regularly and we have two other (not working) collies loose around the house. We try to let her loose around the house/farm but she immediatley goes for the nearest field of sheep and worries them. We feel its cruel to keep her tied up but now have no option. If we installed an electric dog fence, would there be a danger it would affect her working ability? Would she go crazy looking at sheep in the nearby fields and not be able to reach them? Is there a danger she would continually shock herself trying to get to them until she was frightened/hurt into submission. Seeking a solution to keep her happy without affecting her ability to work?
