    I can't speak for bullpens because they change sooooo much, and many teams with dominant rotations have very good bullpens as well. Here are my picks:

    Rotation (in no particular order):

    Giants

    Padres

    Cubs

    Phillies

    D-Backs

    Bullpen (in no particular order):

    Cardinals

    Padres

    I only felt comfortable naming two NL bullpens. If I had a say for the AL, the Angels, Red Sox, and Mariners would definitely be in there as well.
