Angeles Crest is just a road (highway 2) into the mountains. While safe enough during the summer for drives, I would NOT recommend it for a NYE drive, especially if you plan on bringing alcohol. The road is very windy and dark. If you go up there, have a few drinks, then decide to try and drive down, it's a very good possibility that you could drive off the road and/or kill someone else. If you just drive off the road, you could easily go missing for days, weeks, or even months. If the fall didn't kill you, the cold would. It's happened before, and I don't want it to happen to anyone. It's so cold right now, you could hit a patch of ice and go right over the side. There are NO hotels, gas stations, 7-11's or ANY place to stop for assistance. The exception is Newcomb's Ranch, and I believe that's closed. So PLEASE don't go up there tonight.
For future use, you take Highway 2, the Glendale Freeway, which starts just south of Griffith Park. Go north until you get to the 210 Freeway, then go east. The first exit is Angeles Crest Highway.
There's no city names Angeles Crest. Perhaps you're thinking about Crestline? For that, you take the 10 or 60 out to I-15, then go north to highway 30 east. Exit highway 18, which takes you up into the mountains. There are services, cabins, and just about anything you need in Crestline. You can even rent a cabin.
Once again, please don't go driving up on Angeles Crest Highway tonight. It's just too dangerous.
