該事故的原因是由於飛行員未能正確使用標准呼叫語言，加之目前的聯幫航空條例允許飛行員在沒有掌握安全障礙物間隔的情況下僅憑籍機場航道進場燈號系統即可下降到低於MDA(最低下降高度)的高度。
