How can Wells Fargo Bank charge you money just to take 1000$from your account?

Depends on how you took the money. The fee schedules are included in your account opening docs - if you performed an online transfer or wire transfer, it's likely the fee was published in some of your materials. If you closed a CD early, that's an early withdrawal penalty. If you have to, you can call the bank and ask them what the fee is called and on which fee schedule it is listed.

More information is needed. I never get charged for withdrawals (unless it's at a non-WF ATM).
