I am 15 years old I'm 5'2 and i weigh 115 lbs I would like to loose 15 pounds. please help.?

I know it's not healthy BUT i really want this. I work out a lot but i just can't seem to get the weight off. I really just want to loose my legs. They are small but i want them smaller in the theighs.
Update: I am also a vegiterian.
