ahh tuff question. I dont think this much detail is mentioned in the quran. Ofcource stealing is haram but if its a do or die situation thn allah is merciful.

And besides that, if u ask a rich person for money/food, he is obligated to give u accoring to quran

Quran 2:177".....and giveth wealth, for love of Him, to kinsfolk and to orphans and the needy and the wayfarer and to those who ask,....."

    Salaam Alaikum wa Rahmatullah

In general, stealing is not permitted in Islam. If someone is rich, if he got his wealth by permissible means then it is unjust to take it from him. He may be a person who gives a lot of charity, but does it secretly, so the people may think he is a miser when in fact he is generous. Regardless, this is not allowed.

If one steals due to the fact that he is starving, then this is something that is necessary to save a life and thus what is not permitted becomes permitted. Actually, it is a sin on the leader of the country if he is ruling so badly that his people are starving, and the ruler will be called to account for that. If this is the case, the hungry person should take only what he needs and should seek any permissible way possible to get food or other necessary items in a permissible way.

An example of this would be to look at the situation following Hurricane Katrina. Thousands of people lost everything and were abandoned with no help for days. They would be justified in breaking into a grocery store to get food, toilet paper, diapers, shoes if they were afraid of stepping on glass, but they would NOT be justified in taking radios, TVs, and other non-essential items. The government was responsible for these people and their response was slow, so the people had to fend for themselves. And Allah knows best.

Point no. 2 of your question has a valid justification as per teachings of Islam, but in the case of point no.1, it is still Haram, to steal even for a good cause.

you can help a poor as long as you do not harm others by stealing their money. because this is the wrong way of helping poor people, other way round you start gambling for the sake of helping poor people, Gambling is haram no matter for what purpose you do it.

regarding stealing during being in crises : Allah always gives two ways for earning, either through haram way or halal way. so its the choice of the person. which way he choose.

Allah knows better and he is the most merciful.

    1) It is haraam to steal from the rich and give to the poor. Zakaat is a means by which the rich people are obligated to give to the poor.

    2) If a person is about to die of hunger they are allowed to ask rich people for money and the rich people would be obligated to give them.

Go to Saudi Arabia. Try it. And if you still have both your hands in the morning then you know it's not haram.
