it's controlled by the ECU the reason it regulates the speed that the OE tires are rated for. No dealer would alter the speed limiter due to safety you may find a aftermarket company to do it but for Toyota's there are not many out there

If you are in the states is a Federal Offense to alter any device that has been modified to fall under a law. If there is no law that says your vehicle need to be limited than you ok, and the best way to do it get a mechanic to help you because there are two or some times tree types of devices. ONe is a little plastic tab located on the engine that blocks the accelerator pedal. Two could be located at the accelerator pedal behind it a small tab that can be raised or lowered by twisting. Third and most common is written on the computer system where it reads the gear and the speed at which time executes the program preventing further increase of fuel into the system limiting your speed. If you have the other two would be easy to do your self but you do have to be careful because though is plastic might have a sensor that is required and in order to by pass you will need to have some know how.

The computer can be sent away overnight and reprogrammed to your specs, then sent back. this is about 400.00 and you get box to send with clear instructions and will send to you same way with complete instructions and over phone tech help. ask your mechanic which is best place to do this or Dealer.

Buy a chip for the computer. I'm sure any performance shop could get one for you and they'll probably do the work too. Good luck!
