a lArge % of convicted prisoners have mental problems, how are they addressed?

how could/should the system be addressed?

    welll mostly they are not addressed very well. Or are dealt with ok in prison but there is nothing to help them when they get out so are likely to reoffend. Very tough question - a lot of money needs to be put into public health to deal with this. They say prevention is better than the cure, so perhaps mental health needs to have a lot more attention in general, and work needs to be put into diagnosing problems in kids/teenagers

    Are those mental problems diagnosed before or after entry into prison?
