Anyone can be a graphics designer.
As to whether you can get a job and/or make a career in it is an entirely different matter.
There is lots more to graphic design that just be able to draw or being a cartoonist. Perhaps you need to research the area better.
Plus, you also didn't specify where you want to be a graphic designer?
web pages, computer games, shop windows, tile maker, kitchen designer, fashion, etc, etc, etc.
All of these require specialist skills for their area.

If you want to be an artist, the main thing is that you have a creative vision. Without it your art would be pointless, no? There are many arts colleges which push the idea of teaching you the technical skills to express your ideas(Academy of Art University in S.F. comes to mind).
From my experience graphic design is one of the most open ended fields in terms of technique. Many people who don't know exactly what they want to do as an artist, or want to improve first start there.
Also remember computer generated media is the thing now in Graphic Design. Drawing isn't as crucial anymore. You will learn these tools at a proper school.

you should be creative in designing b/c there is a lot of designer in the market but they all are not creative (everyone can draw a line but designer make a line with concept) leran scatching before courses.

Anything is possible as long as you put you mind to it.
