My favorite quote has little to do with what he said, but rather HOW he said it...

When asked by a journalist in an open-air press conference on what he would do as president to solve the weight problem among police officers in Manila, he replied with:

"Well, the man who can really answer you is our very own PNP....PNP.......PNP.............(pauses for about 15 seconds while staring blank at the sky)........(then all of a sudden looks down and blurts out)..... chief!"

Cracks me up every time I remember it.
