Can a country increase their Human Development Index from .780 to .900 in 20 years?
Has this ever been achieved?

I don't think they have been doing the HDI that long, it started in 1990.
But it does look like calculations were done back to 1975 at least.
Portugal has gone from .8 to .9 from 1975 to 1995, so yes, this looks quite possible.Source(s): http://en.wikipedia.org/wiki/Human_Development_Ind... http://hdrstats.undp.org/countries/country_fact_sh...
