    Go to the Natural Resources Conservation Service, a division of the US Department of Agriculture, and you can download maps for most of the United States showing of the suitability of soil for ground penetrating radar:

    As you may realize, the limitations are high clay content, high moisture content (which can vary during the year) and type and quantity of salinity. If any one of these factors alone or combined with the others is too high a GPR will have its signal reduced.
