Ans: not to be. promise用法如下:

promise (sb) to V.

e.g. I promise (you) to go on a diet.

Ans: it is needed. 因為need是及物動詞,如 love, like等

e.g. I need you. I love you. I like you.

所以本句 where it needs是錯的,改用被動where it is needed (by...),省略需要的對象
