Depends where the location is.
For many areas that have seen an unusually high rate of return over the past five years, they now are experiencing a stagnant market where houses don't get sold for a long time.
As they drop the price a little, there still are no takers.
What they need to do is severely drop a price if they want to entertain serious buyers.
Otherwise, it's a gloomy picture going on, one that has other side effects that are slowing down the entire economy as well.
For those many who live in areas where affordable housing exists, they are moving along rather well in comparison.
The long standing formula for buying a home was abandoned recently and a frenzy of high speculation has created a nightmare few can see an end to.
As more and more financial companies reveal their bad loans, we get a feeling that our shaky economy may be on the brink.
This is a lesson on supply and demand factors that have gone to extremes.
...again, only in some hot spot areas of the country...not everywhere (thankfully).

Depends on your location.
Decide what market you are interested in,
then
a) check with local real estate agents
b) drive around the area - if you see a lot of For Sale signs - it's highly likely prices will be going down
c) if you see a lot of "price reduced" signs - the prices are already falling a lot
d) check newspapers and free real estate magazines ( can be found in supermarkets on the free magazine racks) -
again, look for "reduced price", "motivated seller", "must sell"
all these signify that the market is soft and prices are falling
