All my clients now use Linux (I use Suse but other distros do the same) as their servers. It has inbuilt dhcp, web, mail and Windows servers. It is free to download, or you can buy DVD sets very cheaply. There are no licence restrictions so it can grow if your network increases without additional cost.

Microsoft has one which is called SMALL BUSINESS SERVER 2003, Best suited for small organisations less 50employees, Also it is much more cheaper than regular full version of Windows 2003, Also it bundles many things with it like SQL Server etc which you can use as database.
