How do manufacturers get pictures and texts on top of DVD Disks?

Manufacturers? They do it during the manufacturing process by glueing or spraying (or by any other chemical procedure) the top layer ;)
Small manufacturers with no machines? They print it on a printable cover
Home manufacturers used to put on stickers, but that's not good for the balance or they do the printing, too
Cool home manufacturers don't bother with all the printing business, they turn the dvd upside down and LightScribe it

They design the contents with softwares called as "CD/DVD Labeling Software" like "Nero Cover Designer " and then print with CD label printer and paste on top of the media.
