The following is to the best of my knowledge.

It is legal to download anything that is public domain or that you already have the rights to. For example, if you owned a Rolling Stones CD, you would be able to download the same CD, as long as you did not upload (share with anyone). Though, it would be legal if you only uploaded to people that also owned the CD.

There are also areas of the site that have video and computer games, and software. Again, you are not allowed to upload to anyone else. For example, if you had windows xp installed on your machine, still have the CDkey but lost the CD, you could download the CD, and use it, since it is licensed using the CD key. If you own Super Mario Bros 3 for the NES, you could download and play the game on your computer, since you already own the game, but maybe not the system anymore.

You do not download anything from piratebay.org at all. They are just the search engine, which helps you locate 'torrents', which in turn locates the software that others are sharing.

You use a piece of software, such as UTorrent, or bit tornado, to do the file sharing with torrents.

It is technically illegal to share copyrighted software, which is what you are doing, but it is virtually uninforceable, and too expensive for the software or music companies to go after people sharing on a small scale.
