I think it should be the same in every single country. I mean, if you apply for citizenship, that means that you want to live in the country forever. Go to school, get a job etc...for all that you need to speak the actual language first.

YES! that should also be mandatory to be able to speak english to work in this country.

CERTAINLY, it hurt them more than it would hurt us though since they are the ones who will get less advantages.
