Help desk system is a 'ticketing system' or a 'task management system' where clients place their requests and the staff fills them or solves their problems.

What function? Well, it's essentially a post & commenting system, so you need all the functions you can find on a SIMPLE message board.

How to develop? PHP itself can't, you need an API for your webcam which is written in a more sophisticated language. First you need to embed the webcam into a web page, then you can try to make it interactive
