    Learning is the acquisition of knowledge or skill as the result of experience.

    Development has to do, typically in the developmental psychology world, with the cognitive skills. So it is learning in the area of cognitive skills. Most of the 'developmental skills' are non-conscious, like object permanence, but as you get older the skills are critical thinking kinds of things.

    Development is a sub class of learning.
