NO Federal department is a cabinet position. The HEAD of the department is a member of the cabinet. The department as a whole CAN'T be a single position.

Department of the Treasury. You obviously have had no contact as a U.S. taxpayer with the IRS. (Lucky you.) It's on all the envelopes, forms, etc.
