Why do flies circle around ceiling light fittings?

Light on or off the same result. Sometimes as many as 3, 4 in a holding pattern like planes do before landing.

they're basically attracted to the bright light and maybe they're just feeling cold, and they need to heat up

My guess is that the fittings aren't air tight and the flies are looking for a way to get out of the building through them. They hang out around windows for the same reason. Ever find dead flies on your windowsill?

They are curious and go to the light and see whether it can be a food to be eaten.
