No, it is not the very best. It is a mass-produced consumer good. The very best will be a semi-custom or custom proposition. That being said, the Winchester Model 70 is an excellent first hunting firearm, and the 30-06 is the most flexible cartridge for North America. The late, great Jack O'Conner, considered by many to be THE expert when it came to rifles, called the Model 70, "the Rifleman's Rifle" because it had the combination of accuracy, smooth action, and balance. If you cannot find one in 30-06, consider 270 Winchester.

I don't know the exact year, but it would be pre-1964 according to the wikipedia, all numbers below 700,000 were made before 1964

Its hard to say. That particular gun model has been manufactured from 1936 all the way to 2006.
