It is a veil between life and death in the Department of Mysteries. Harry and Dumbledore were in an area that is between life and death because Harry didn't die just the part of him that was Voldemort's soul. Going through the veil was only one way to enter the realm of the dead.

The veil was between the word of the living and dead. Just a door way. I think that Harry and Dumbledore, while in "Kings Crossing" was in limbo. He could have gone either way. Back to the land of the living, or to the land of the dead. Hence it being a train station. It was Harry's mind that made the place, if you remember, Harry askes Dumbledore if this was all in his head. And Dumbledore said yes.

The veil is the door to the spirit world. And, no, Harry was just unconscious. Dumbledore said that he wasn't dead and that it was all in his head, but real at the same time.
