Since Sharapova has never played Fed Cup, is she eligible to play in the Olympics?

I believe the rule states that the player must be included as part of the Fed Cup team for the previous year(2007)...which Sharapova did !

The Sharapova camp will leverage (or exploit) any rule that benefits her.

Sharapova feared a double 6-1, 6-2 beating by the sisters and bailed.

She is allowed to play in the Olympics. She actually was supposed to play the Fed Cup match against USA but had to drop becuase of a wrist injury. I do not think that it is serious though.
