How much do I give to the IRS/Illinois?

I live in Illinois.I have to file my 'IL-1040' income tax form. What is the tax percentage that I deduct from my income? I know about all the deductions stuff. I am supposed to file this form by the end of the year, correct?

    The IL-1040 is due April 15 (for the prior year), just like the Federal 1040. The date is adjusted for weekends.

    Illinois income tax is 3%, after exemptions ($2000 per person), and some additions and subtractions to the federally reported income, which are listed on the IL-1040 itself or in the instruction booklet.
