Any good photo-editing software other than Photoshop?

I really want to be able to edit my pictures with a program like photoshop, but it's too expensive. Are there any other programs anyone would recommend?

Or does anyone know if Photoshop elements works as well as the full version?

I use Photoshop elements all the time. It has the feature subset that most people need. Adobe is up to version 5 now, but you can pick up an older version of Photoshop Elements dirt cheap. If you're not familiar with photoshop, do yourself a favor and by Photoshop Elements Solutions. It's a great book and comes with Photoshop elements. Older versions are available too.

If you just want to crop, rotate, or resize, try irfanview. It's free from www.irfanview.com

Ohhhh... I came across this the other day. PAINT.NET You can buy it on eBay for under $5 and it works GREAT! There are tons of plug-ins available. There is a whole forum of plug-ins and tutorials. I have made some pretty cool graphics on there just using it for a couple days. Mind you, it's not quite as powerful as Photoshop, but I'm not going to spend that kind of money on a hobby program! It's worth more than the 5 bucks though. Check it out.

Here's some stuff I did in the two days I messed with it:
