Blue camouflage?

What's the deal with blue camouflage that's worn by some foreign police forces? Is the pattern there for extra concealment, or some sort of psychological effect?

It's got nothing to do with actually being camoflauge. It simply acts as an immediately recognizable law-enforcement uniform for them.
